かどうか is used to introduce an indirect yes-or-no question. Structure: plain form＋かどうか. かどうか is not used after a question word such as いつ.
Examples
明日行くかどうか、まだ決めていません。
I have not decided whether to go tomorrow.

I will check whether the shop is open.
